  If an opponent's Digimon with 6000 DP or less and an [On Play] effect is played during the same turn, can that Digimon's [On Play] effect activate ?

  No, it can't.
  A rule check will occur before the played Digimon's [On Play] effect activates. A Digimon with 0 DP will be deleted upon a rule check, therefore the effect can't activate because the played Digimon is deleted and the card leaves its current area before its effect that's pending activation activates.

  [Security] effects take precedence for activation.
