This means that the effect prevents "perform XX on stacked cards" processing.
For example, a "can't trash stacked cards" effect prevents trashing stacked cards from the top by(which trashes the top stacked cards) or similar effects, and prevents trashing stacked cards from the bottom by "trash the bottom digivolution cards" or similar effects.
However, because the effect only prevents processing that "performs XX on stacked cards", you can perform XX with processing that applies the action to a Digimon itself.
