  At such times, can I use BT21-018 [DoGatchmon]'s link effect to attack?

  No, you can't. A new attack declaration can't be made during an attack.

  Then, I first activate the [When Attacking] effect, link [Timemon], and I use BT21-084 [Haru Shinkai]'s [Your Turn] effect to app fuse to [Globemon].
  After that, can I activate on this card in digivolution cards?
