I have 9 cards in my trash when this Digimon is deleted. If this results in my having 10 cards in my trash, does this card’s [On Deletion] effect activate?

Yes. The [On Deletion] effect activates after the card moves to your trash, meeting the requirement for you to have 10 cards in your trash.
