This Digimon's [On Play] effect deletes 4 of my opponent's Digimon. Does this Digimon’s [Your Turn] effect cause me to draw 4 cards?

No. Even if multiple Digimon are deleted simultaneously, you can't draw more than 1 card per turn with this card's inherited effect.
