Can I use this card's [On Play] effect to attack using the Digimon with [Ravemon] in its name where I placed this card in digivolution cards even when it's suspended?

  No, you can't.
This card's [On Play] effect does not allow you to attack with Digimon that are in a state where they can't attack.
