My opponent has 5 or more Digimon with no digivolution cards in play, meaning this card's effect reduces its cost by 5, to -1. Can I play it by gaining a memory?

No, play costs can't be reduced to less than zero. You can play the card for free, but you can't gain memory with effects that reduce play costs.
