No, it doesn't unsuspend. This card's effect targets "all of your opponent's Digimon," therefore even your opponent's Digimon that later had their DP reduced to 5000 DP or less don't unsuspend.
On the other hand, even if one of your opponent's Digimon has 5000 DP or less upon activation, that Digimon will unsuspend if its DP later increases to 6000 DP or more.
