At such times, in what order can I activate the other "when your Digimon attacks, you may digivolve that Digimon" effects and that [When Digivolving] effect? -
The [When Digivolving] effect activates first.
As soon as your Digimon attacks, the "when your Digimon attacks, you may digivolve that Digimon" effects trigger simultaneously.
You activate the 1st effect, digivolve a Digimon, then its [When Digivolving] effect triggers, and you therefore activate it first due to the derived trigger rule.
